  mobile phone and a slow connection. Making these encounters secure, access
 ible, and useful takes more than a new website. It also takes a clear strat
 egy and shared standards, so that agencies and countries can reuse what wor
 ks instead of starting from scratch.\n\nOpen-source software gives governme
 nts control over their digital infrastructure: no recurring license fees, n
 o dependence on a single vendor, and no need to send money abroad to keep p
 ublic websites running. When a government standardizes its websites on a sh
 ared open-source platform, it also creates a predictable pipeline of work f
 or the local IT sector, from migrations and new sites to training and acces
 sibility audits. As TYPO3’s Government Website Standardization Handbook des
 cribes, the budget then circulates between the government and domestic comp
 anies, creating jobs and opportunities for young local talent.\n\nThe camp 
 is for the people who make this happen: digital leaders in ministries and p
 ublic institutions, and the developers and agencies who build for them. The
 y often work in isolation, separated by role, institution, and border. For 
 three days, they will learn from each other, share what works, and take hom
