Finally the design briefing has been published on the new design page at
typo3.org/community/teams/design/
Check it out and discuss it on the design newsgroup.
The team lead by me (Rasmus) would especially like to hear what you think about the contribute and review & refinement cycle parts since these very much involves the community.
